The RURBANIVE project is pleased to launch its online Forum series with an expert session dedicated to the EU Agenda for Cities, a major initiative shaping the urban dimension of EU policies for the 2024–2029 term. 

The EU Agenda for Cities  builds on decades of EU urban policy developments and seeks to strengthen the territorial dimension of EU actions. RURBANIVE’s analytical work highlights the importance of embedding urban–rural synergies, promoting functional ecosystems, and developing more adaptive and participatory governance frameworks. 

This first Forum explores how the Agenda can better reflect urban–rural interdependencies, support functional area approaches, and enable more coherent, futureproof territorial governance. 

The Forum is part of RURBANIVE’s mission to support anticipatory policymaking, mutual learning, and integrated territorial innovation.

Objectives of the First RURBANIVE Forum meeting 

  • Examine the ambitions and implications of the 2025 EU Agenda for Cities. 
  • Discuss how cities operate within wider rural, periurban and functional territories. 
  • Present RURBANIVE’s evidence and policy insights on urban–rural innovation ecosystems. 
  • Engage policymakers, practitioners, and researchers in shaping future EU territorial policies. 

Key Questions for Discussion 

  • What political role should the renewed EU Agenda for Cities play after 2027? 
  • How can it better integrate urban–rural linkages and functional areas? 
  • How can the Agenda support innovation and competitiveness while avoiding rural negative spillovers? 
  • How should evidence from Horizon Europe projects be integrated into future EU policymaking? 
  • What governance models are needed to respond to rapidly changing territorial dynamics?
